Seven of the 10 colleges that received $5.4 billion in GI Bill payments in 2017 spent less than a third of fees and tuition to fund academic instruction, according to a report from Veterans Education Success. Most of the schools were for-profit institutions, with Colorado Technical University allocating the lowest amount to instruction -- just 8.2% of gross tuition and fees -- the data show.
